Hi,
I too had same problem but after working for 3 days I found the solution. My guess is that HTC Touch phone's cd had hardcoded flashplayer v8.0.35.0 in their setup file and therefore fails to install when you have updated flashplayer v9 (currently on abode website).
Here are steps:-
1> Uninstall flashplayer using
http://kb.adobe.com/selfservice/viewContent.do?externalId=tn_14157&sliceId=2
2> Download old version of flashplayer v8
http://fpdownload.macromedia.com/get/flashplayer/installers/archive/fp8_archive.zip
3> Unzip, go to r35 folder,
and install flashplayer8r35_winax.exe (remember ending with ax i.e. with active control, don't use the other one)
4> Insert your CD and use autorun/setup.exe.
After completeling all installation of programs from cd.
5> Reinstall flashplayer v9 from abode website.
